ComplianceCDM 2007, and the current CDM 2015, impose significant duties upon the Client, including ensuring that adequate procedures are in place to manage Health & Safety throughout the project. Clients' are obliged to make early appointments of advisors who will assist the client to co-ordinate health and safety issues during the project life cycle.
A ‘Principal Contractor’ must be appointed to manage health and safety during the construction phase (note: the Client assumes by default, each role until an appointment is made). The CDM Co-ordinator’s role, which will become that of a Principal Designer under CDM 2015, requires them to establish the vital “thread” of health and safety from concept to completion of a project. This includes notification to the Health & Safety Executive, working closely with the design team throughout the design and construction process to achieve hazard elimination and advice and assistance with regards to management arrangements for Health & Safety. |
